The thing about "It Will not Die" IMO is that the power is random... so there is no guarantee that it will work, that, and any general worth their salt will shoot it dead so that there is nothing to regenerate in the first place! Regen can combine nicely with It Will Not Die, because Regen is done at the beginning of your turn and could regen multiple wounds, and It Will Not Die happens at the end.
